The Personal Insurance IT organization has an immediate opening for an experienced Software Development Manager in the Distribution & Safeco IT department to lead the Personal Lines Distribution Portfolio. The manager in this role will be directly responsible for leading a team of experienced software developers & coordinating contract negotiation and planning with strategic Vendors to deliver software solutions.
The selected candidate will directly support the business priorities by strategically allocating properly skilled resources on projects that range from high priority systems enhancements to flagship development projects. The manager will satisfy a business demand for speed-to-market solutions, while assuring alignment with the department's technology roadmap and adherence to proper technical design and software coding standards.
Responsibilities:

Manage a core team of developers located in Dover, NH. Responsible for software development and operational support for our 3rd Party Sales, Campaign Management and Affinity Marketing applications.

In collaboration with our Business Partners manage the relationship with our strategic vendors. Provide oversight, monitoring and track performance to ensure expected results.

Assign staff to projects, direct their activities and monitor progress for results. Continually review team structure and ensure staff are properly aligned to optimally service the current and projected future resource demands.

Initiate and foster successful partnerships with business partners, aligned IT managers, staff and vendors; develop collaborative relationships that drives incremental efficiency, innovation, and balances business partner demands within budgetary constraints.

Work closely with project managers and lead developers to ensure successful production environment deployments; plans for and supports ongoing maintenance of deployed solutions.

Identify and recommend solutions that improve the efficiency of projects being developed on supported systems; continually drives efforts to reduce the overall timeline and development cost of projects, without impacting quality or introducing risk.

Develop, communicate and maintain a unit vision, strategies, critical success factors and plans; recommend incremental technology improvements of supported applications.

Assure the reliability and availability of the systems according to published service level agreements. Identifies, communicates and addresses risks and issues that could adversely impact availability, reliability, capacity and performance.

Accountable for the unit's financial maintenance budget and manages to plan; lead small project budgets as assigned.

Stay fully apprised of business processes, trends and current/future usability needs of the user
community
that may significantly impact business operations. Ensure performance requirements stemming from upcoming business initiatives and planned technical software deployments are specified.

Assure staff, systems and processes adhere to critical compliance standards; participates in attestation control reviews, IT security, internal audits, and compliance assessments. Review and approve production level security authorizations as appropriate.

Hire, coach, counsel and develop the staff on the team. Define individual performance objectives and development plans and ensure alignment with project, department and organizational objectives. Appraise and evaluates team and individual performance and make promotional and compensation recommendations.

Onboard, monitor and track the performance of contingent staffing, when leveraged, to ensure expected results.

Performs other related duties as assigned.
Qualifications:

Prior systems management/software development management experience leading and managing a team of technical staff.

Demonstrated aptitude of management leadership concepts, practices and techniques.

Foundational knowledge of business and/or systems analysis acumen and best practices.

Knowledge of software development methodologies, tools, IT standards and guidelines.

Conceptual understanding of distribution platform environments, and software languages, including but not limited to Java J2E, , and XML.

Strong knowledge of the information technology industry, including concepts, software development lifecycle methodologies, information management, and ITIL Service Management practices (change, release, service, and problem management).

Ability to foster a team environment; operate independently, and work in a matrixed environment.

Strong negotiation, facilitation and consensus building skills; strong oral and written communication skills; and strong presentation skills.

Able to foster working relationships with the team and client departments.

Knowledge of business functions and understanding of business operations, strategies, and objectives. Personal lines insurance business acumen helpful.

Bachelor's degree in technical discipline or equivalent work experience.

Generally a minimum of 5 years related experience in applications systems and/or business analysis in a complex, multi-platform distributed environment.
